I believe this is a Northern California Railroad Club special from San Francisco to Monterey stopping to pickup passengers at the classic mission revival Burlingame station. Two months later 4460 would haul specials to Fresno and then Reno, officially ending SP steam. It wasn't really quite the end of SP steam, but that's another story. Today the station is the Burlingame Hillsborough History Museum.
