In the 1970’s, many of Penn Central’s customers were suffering from unreliable service, often because age and deferred maintenance had taken their toll on PC’s motive power. Two electric utilities, Detroit Edison and Cleveland Electric Illuminating, purchased their own locomotives to pull coal trains operated by PC crews. Here, three CEIX GP38-2’s and a Conrail GP40 lay over in the engine terminal at Mingo Junction, Ohio.
