The Amtrak "Vermonter" led by an AEM-7 "Toaster" climbs the northern approach ramp to the Hell Gate Bridge late one afternoon while en route to Penn Station. The ramp was originally conceived as a steel lattice structure but the design was changed to smooth concrete to soothe concerns that asylum inmates on Wards and Randall's islands would climb the piers to escape.
