It is supposed to be with a miltary train. A miltary train consist with a parade of small intermodel cars, tanks, jeeps, armored trucks and other miltary vehicles. The real purpose of the DOD caboose is that, if the miltary crew would watch the equipment if the train tied down somewhere. So that vandals had no access to the equipment, similar to MoW watching their equipment.
