What does that big hoop thing above the cab do?

I have had the same question asked on pretty much every "flanger" power shot that I have posted. The bar on top of the roof is used to break off icicles from tunnels signal bridges, etc. Once the ice starts to get real big it can present a real hazard and cause some damage, so this is one modification on the few GP-38-2's assigned to snow removal duty.
