If the IC coal train in the back ground is waiting for the signal to cross NS (WABIC Tower in the old days) then he is heading south towards Mattoon and the main line. The other picture of the same IC coal train states they are loads for IAIS in Peoria. I'm assuming they are loads from IAIS heading south.
