Is this a joke? Are they actually using this? Did something happen to the tracks that damaged it to this extent?

I can't say for sure, but I suspect that the tracks may have been left hanging by over-enthusiastic removal of coal from below. It looks as though this used to be the tipping area for the coal to be taken away by lorry. The track was certainly not in use in this area.
