Im guessing the double light configuration is for if there is deep snow? So if the bottom one gets buried the top will still be there.

The lights on top appears to be at an angle to the lower set. I presume behind the photographer the road make a strong turn, or there is/was an intersection behind Mr Blaszczyk back ;-)

The upper lights are used for cars coming up a large hill, where they wouldn't see the lower lights until further up the hill. I hope this makes sense. Great picture Andrew!!
