This reminds me of NY Subway cars in the 1970's and '80's. Outlaw the sale of spray paint to people under 21 and you will greatly reduce your graffiti problem on trains.

Interesting pic and interesting train - a real rough urban atmosphere, which I love. Reminds me of the old days of graffiti on the London Underground as well - well, it's better than trains turned into advertising billboards! People have been making their marks and other people have been cleaning them up since humans first made marks of any kind - and the only thing more futile than trying to definitively conquer either side is to have a strong opinion about it, I think! :-)
