The location is of this photo is Harmon, New York, and the locomotive is a NYC class P-motor. These electrics were originally built for the Cleveland Union Terminal, which handled passenger trains between the eastern (Collinwood) and western suburbs of Cleveland. When diesels rendered the electrification unnecessary, the motors were rebuilt from overhead current collection, via catenary, to under-running third-rail collection and transferred to parent New York Central's Hudson and Harlem electrified lines out of New York's Grand Central Terminal. There they handled through passenger trains, as well as commuter runs, alongside Central's older class S- and T-motors.

The motor is an ex-Cleveland Union Terminal electric rebuild for third-rail pickup and classified by NYC as a P-motor.
