This locomotive was built as an 2500 h.p., SDP35 passenger locomotive, for the Seaboard Air Line Railroad, and was rebuilt as a non-turbocharged, 1500 h.p. locomotive, for hump service at CSX' Queensgate Yard in Cincinatti, OH. In the rebuilding process, the rear of the hood, which originally held a steam generator, was cut back allow pullman-type steps for deck access at the rear, instead of the original ladder-type. CSX listed such rebuilds as HE-15s.
