Further research of the first car (CG 20298) shows that it's a "drop bottom" chip hopper. Upon further inspection of the photograph, you can see that it's loaded with wood chips.

This GP-38 is running in reverse if it's coming towards the photographer. Southern Railway put horns on both ends of it's locomotives, but the end with the bell was the front.
