Maybe it's a "self serve" interlocker where the train crews operate the interlocking?

Yupp, a 'self service' Interlocking. It was normalling lined for the ETR (right to left), but whenever CN (previously Conrail) needed to take carloads of Paper to the Windsor Star newspaper's warehouse near the river they would pull up and unlock and line the interlocking for "The Star Track" as it was known. Very cool operation to watch as the warehouse was on a facing point switch. Crews would go down the hill and cut off the cars, then pull the units up into the Star Track. They'd re-line the switch and let the cars roll down the hill into a short stub. The units would pull the empties out of the Star and then grab the loads to spot. Very neat to watch indeed. Thanks for posting. Brings back a lot of memories.
