Two sets of ditch lights? I wonder why...

One set are Cornering lights set @ 45 degrees for illuminating around sheer rock cliffs and very tight curvature that leaves the headlight beaming out into open space. The other set are Ditch lights set @ 15 degrees to shine down the rails. I guess aiming the two light beams together gives you a brighter area where they meet than just having them aimed perpendicular to the pilot. BC Rail operated through some of the tightest curvature and rock slide prone territory in North America. Once CN took over and discarded BCR's operating procedures, they started stringlining trains quite frequently.
