It looks like a flashing beacon, but why would they have it on the signal when they have the lights? Weird.

Looks like a strobe light. These can also be installed on traffic signals in high accident areas as well to increase visibility and alert drivers of a red light. A four track crossing is definitely a place that seems worthy of such a device!

Up in the mountains where it's often foggy, I imagine the strobe light can be seen from farther away than the flashing red ones.

It's a warning beacon for the local fire department. If it's lit, then the train crews are supposed to do everything they can to keep the crossing clear.

It flashes so the train crew knows the crossing is operational.
