This is a Self Propelled Slot (hence SPS on the cab) train. The trailing gons do not have bulkheads between the cars, allowing the tracked excavator shown in the background to travel the length of the train. They are handy for ditching since the hoe can fill several cars without having work train shuttle individual cars back and forth to the dump site. Looks like this one is going out to spread ballast, possibly to rebuild washed out shoulders after the recent floods?
