What sort of frame was this built on? An old SW1001 or SW1500? What is the purpose of this unit, and where will it be used?

You can tell it's RCO, there's no cab! (well, RCO or a B unit.) I would have thought that the railroad would have put a cab on so crews can get out of the weather, but I guess not.
