Why the locomotive is having the both of the pantograph`s raised up?

A lot of electric locos need both pantographs raised to counteract the dead sections in the wire.

The 3kV DC-powered locomotives need to have two pantographs rised when starting, to avoid contact wire damage due big value of starting current.
