Since the mine have ownership of the land I'd say this contractor disking operation is line-side to help reduce the chance of fire caused by sparks, etc.
All of the Orin Subdivision is disked on both sides of the rights of way, as pictured numerous times.
As the sharp grade doesn't get graded for erosion reasons, the tractor is moving on forward to rejoin the line elsewhere.
Air conditioned, radio/CD player, I'd do this job!
