Why the slugs has got a fuel tank?

In regards to the fuel tank, when converted to a slug the unit was originally set up to carry fuel for the mother unit which it was paired to. However, a couple of years ago CSX began eliminating this feature, as has been done on this unit (notice the bar placed over the fuel fill), and the the tank was filled with sand to provide for additional weight.
