One would think that those Federal employees who use this car would know that the brake wheel indicates the "B" end of a railway car, but possibly they don't. I would guess that there is an entry door on the other side of this car. Possibly the routing information for this car stated a specific end of this car to point a specific direction when spotted at it's destination.
