Is that green and white one an ex-police vehicle?

Couple of things, first it is nice to see that now that GM has exited the locomotive building industry that Ford is stepping up with a few models of their own. Second, just a technical point, but do you think the vans still need their license plates given their current operating location?

@ D Balkauskas: for sure it isn't a former Romanian police car but it may be an ex German one. @ Pete Schierloh: the veicles have license plates just for fun or something else as their letter and number scheme don' follow the rules of the official Romanian license plates. Moreover, other similar vehicles have no plates at all.

Do they actually provide passenger service with these?

I don't know exactly who travels on these vehicles. For sure not tourists as they travel on more conventional steam trains; I suspect they are used by workers to reach the forest (mind that this railway is still used to bring woods down to a sawmill).
