This looks like Hillburn Yard in Hillburn, NY (not far from the New Jersey border). Not sure of the date either, as 1978 seems late for an untouched EL unit. Nevertheless, a great image!

That IS Hillburn Yard (the pet food factory is in the background). Also, many EL switchers lasted untouched until 1978, so this could very well be the date.
