In a time of reduced traffic there may be some fuel saving going on here. While there may be some stacked containers out of sight in this train, there also may not be any. With plenty of container cars available and with reduced train loadings, there is a reduced wind resistance to be gained from loading the lower level only and without gaps to gain some fuel economy.
