Considering the neighborhoods IHB rolls through,I would guess the third eye is either a missle launcher or a machine gun for crew protection

I remember reading somewhere that it is a camera for added safety in switching moves. They are also mounted on the rear and there must be a small monitor in the cab for the engineer to see.
