Interesting view. Rather ramshackle engines and building but not crew. What was the purpose of the hose?

I think that the use of the hose was only occasional. If you compare this photo to the 315965 which has been taken three years later, you will notice that the hope disapeared. However, I do not know what the purpose of the hose was. Any information about this from other members would be appreciated.
