Click the "see more" option and you will see more of similar IHBR Hump Trailers, they are often known as "Slugs" for extra traction and braking.

I thought most slugs had extra weight for more tration; usually the fuel tank is loaded with concrete, etc. This one, though, seems like it's just a platform.
