This looks like one of the Conrail publicity shot from when Conrail was trying to achieve independence. Ultimately, Conrail was to be split up between CSX and Norfolk Southern. This need not have happened. There was a better way to deal with Conrail, the way it worked out in 1999 wasn't the best solution to the "problem".
