I thought it was exhaust at first. Coal dust was a major contributor to the powder river derailments of a few years ago. The dust settled on the right of way and prevented proper drainage of the snow during the spring thaw. I wonder if there are similar problems on the NS?

For all of California's faults, looking at this I am sure glad I live here and not in PA. That dust is a carcinogen and there is no way a RR would be allowed to do that out here. Nice picture though.
