Just a hunch, but I think the crew figured that if they did run out of fuel, they would get some overtime and an allowance for having to refuel the unit. Their lack of concern could also be in knowing that the leak would only go on for a while, and they would still have enough fuel to finish the run.

That's hot water overflow from the boiler, not fuel. Steam heated cars in those days. And no overtime on a road job! Thanks for the vote of confidence "foamer".Retired Engineer

It is probably leaking only when they are slow on banked curves. There is spilt fuel only for a few meters behind the loco.

You are correct it was just water. Though I do recall seeing more than a few motors running in the east with a rag stuffed in the fuel fill port.
