That was actually to signify a group of C30-7s upgraded to "C33-7s" by Burlington Northern. I believe they also got some dash-8 upgrades. Either way, these were not stock C30-7s, and the white on red number boards were to denote one of the upgraded locomotives since the carbody wasn't changed at all.

If I remember right they were re-classified as either C36-7 or C33-7 with the red number boards
