Very interesting photo, thanks for sharing! This location was/is know as Waverly 5 (WA-5). 3178 is coming into Waverly Yard off the Passaic & Harsimus (P&H) Line. All of this is former PRR trackage and WA-5 tower would be standing out of view to the right. An eastbound is entering Oak Island Yard off the Lehigh Line on the bridge above. Certainly a lot to take in here.
