The extra light is a "C Light". This part of the Ft. Wayne Line has cab signals and the only trackside signals are at interlockings. If a train has a cab signal failure, the "C Light" tells them the block ahead is clear to the next interlocking. C Lights are only used in Rule 261-CSS (Cab Signal System) areas that don't have intermediate wayside signals.
