All these rails in the picture should be blue flagged when a refueling operation is going on especially if the tanker is sitting across the tracks. Is the entire switch farm flagged behind the POV out of sight or was this omitted? I tend to forget that UP844 is oil-fired, nice pic.

Thanks for the comments! I'm not sure about the blue-flagging thing, but they called into the dispatcher and got this section of track taken out of service temporarily. She was heard talking to eastbounds a little while later saying she'd be holding them west of town, so that might be how they do it instead. Plus the two on the right are the yard/yard lead, so I'm sure the local was the only thing that used it all day, and they're aware that 844 was there.
