"Rusty rail" rule?

My guess is they have to expect crossing to not be in proper working order if a rail line hasn't been used for a while.

Rusty rail conditions occur when there isn't enough train traffic to remove the rust from the rails and ensure proper connectivity for the crossing protection system to detect the train.
