C&WI operated a commuter service during the time period of this photo from Dolton, IL to downtown Chicago. As I recall, I think they at times had a single passenger car sitting on a siding on C&EI (Chicago & Eastern Illinois) trackage until departure time which I and my railfan buddy took downtown a few times.
