Well, during the post New Haven (Penn Central) era, I saw an eastbound with a pair of FL9s straining to keep going at restricted speed over this bridge at the speed limit: 10MPH! The bridge was where westbounds had to slow, killing their momentum out of Providence. Eastbounds slowed here, and then would crawl into Providence since there were so many slow orders here they had no reason to go any faster.
