Pretty sure that's one of the CNJ's full-size FM H24-66 Trainmasters. CNJ numbered them in the 2400s to denote the 2,400 hp rating. So-called "baby" Trainmasters were the H16-66s owned by C&NW and a few others, the CNJ's other FMs were, as you note, H15-44s numbered in the 1500s, but were not Trainmasters, baby or otherwise.
