The placement of the caboose is puzzling to me.

It's not too puzzling once its found its purpose is a remote control power car. They MU the engines to it, in any lashup they want and they can control their set of people by remote control making it easier on the road crews, who lately have been doing these long distance runs in 1 man crew trains.
