How did they organize the strategies of time and space? I dread to think of my million dollar locomotive stuck at the wrong place, waiting for the slot to get out.

When staging units in a shop, you know what kind of work needs to be done before the unit gets indoors, you move it to the track that would handle those repairs, and put it in line, everything is supposed (not often but operating plan states) that things move in one side and out the other, and the track is pulled every shift at least. unless you are in heavy work area then it may be weeks at a time before a unit is ready to move depending on the work to be done. I hope that is what your asking.
