I'm looking at the mounting hardware. It looks permanent kind of like UP's 89' "hospital" cars that were painted red and had various and movable "mounts" for the different cars that might need transport. Or...with the QTTX reporting marks, are the "mounts" removable so the car can be used for other heavy cargo? Basically is this car assigned for this type of duty by CP or did they use the first available car that would be able to transport that type of heavy load and adapt it for this purpose?

I would guess that the mounting hardware is not permanent, and that the steel supports are removable so that other loads can be hauled on this flat car.
