Though I've never been to Rochelle, I'm sure that the fence is there due to morons who decided to get too close to trains. As busy as that double diamond is, I'm sure it was an issue prior to the fencing

To the above commenter, not necessarily, I've heard it was built due to the influx of children that were visiting the new park, it wasn't there actually at the beginning and from what I've heard, was put in due to the fire put being used by neighborhood teens late at night, but who knows.

Maybe the fence was installed to keep mixed-up kids from looking for "Diamonds".

I've only been to Rochelle twice. It should've had a steam engine donated to it.
