How do radiator mods effect emissions?

This probably helps cool the Prime mover more efficiently, Probably got some computers doing some stuff with it considering the Box on the Left in this picture...NS and CSX have done this to many of their Dash-8's...I like seeing them doing something with these C40s to make them survive longer. Nice Shot!

What are the mods? Unless they allow the engine to work at it's optimal temperature more quickly/often (giving up or keeping in heat) as others have said any mod is unlikely to affect emissions standards, I suspect that if the info came from CN it was pure PR for some otherwise needed mod...

The rads were modified from a "dry" style where they only got water when the engine was warm enough to a "wet" style that always has water circulating through them. The mod saves a lot of problems due to a surge of 200 degree water into -20 degree radiator sections during the winter. other roads are making the same changes, but not putting the shutters on them

Looks like some kind of electrostatic grid to catch particulates.
