Not to sound naive, but is the DDA40X under the shop's sign even sitting on rails? I don't see any!

I don't see any rails under it but I do think that was the only wide cab on the roster at the time

Seems the number boards on both DDAs are gone. Considering the date of the photo I would not be surprised if that second DDA gave up its trucks to keep another one running.

I did check another one of my images from this location, and that DDA40X is indeed sitting on another track, with the switch for the spur underneath the closer DDA40X.
