This sort of thing happened to so many ICG units back in the late 70s. Obviously nostalgic and fun for us railfans, but otherwise a shabby look. Is this simply the result of haste, wanting to get rid of old schemes as quickly as possible, or did the RR shops truly believe it wasn't necessary to sand blast - or at least re-prime?
