I remember seeing a few hand-powered lifting contraptions when I first started hanging around the railroads. All that I can recall were stationary (there was a 'fancy' one at the old ACL frt house in Montgomery, and a big three-legged one at the WofA shops) except this one. Would have been a good museum candidate, and useful, as I expect it was capable of allowing a single man (or a couple of men) to lift and move pretty heavy items.
