Looks like an abandoned grade running along the highway. Is the active grade a relocation?

The rock that appears to be an abandoned grade is actually fill brought in a few years ago and deposited at the base of the slope to stabilize the hill and prevent erosion. The top of the fill was graded flat so it appears like an old road or rail grade.
