It's more common on Transit (subway) systems.

This was common practice on the older CSX signals. One reason was that ballast or other debris from rock trains kept ''assaulting'' the lens. High speed trains were the main culprits. A Cracked lens could make an aspect look 'dark' within a half mile of the signal which could be a major safety issue. This screen was also common with dwarf signals who were even more vulnerable. High signals on a tall mast were not screened as they seemed to be immune from attack.
