Would they use that when the circus train came to town? Seem to remember that as a kid. Great stuff.

Yes, the circus train would unload on the east side of the bridge near the Summerfest grounds (which was once the site of the Maitland Field airport and later a NIKE missile site), but there was little business beyond that. I think the last time the bridge was closed was to unload/load a MILW Hiawatha Skytop Obs car for a Brooks Stevens exhibit at the Milwaukee Art Museum in 2003.
