While this was the largest concentration of E-Units in the 1970's, this same location was the last stronghold of the PRR K4's approximately 20 years earlier. The last of the K4's called this area home before they were retired and dropped from the roster. The building in the background actually says 'Safety First' instead of 'Safety Always'. Nice photo.
